Thank You and Farewell to our Hospital Director - Dr Robert Winokur
As we reflect on Dr. Robert Winokur’s time at Lao Friends Hospital for Children, it’s hard to believe how quickly two years have passed. Under his leadership, the hospital made important strides. From operational efficiency and improved clinical standards to the growth and empowerment of local staff. We highlight some of the many changes that occurred during his tenure that will benefit children and families for years to come.
Improving Patient Flow and Timely Access to Care
From his earliest days, Dr. Robert focused right away on improving patient flow and timely access to care. By restructuring workflows in the Outpatient Department (OPD) and Emergency Room, strengthening triage, and redesigning patient routing, care could be safely distributed across departments during peak periods. Today, despite seeing an average of 100 to 150 patients daily in the outpatient setting, children are seen more quickly, and all patients are treated before OPD closes.
These system improvements were crucial during a period of high demand, as they helped significantly in how the hospital managed the largest number of patient attendances in its history, even as a measles outbreak tested our capacity.
Quality Improvement and Patient Experience
Quality improvement was also his constant priority. With a strong focus on infection prevention, patient dignity, and efficiency, the hospital environment was transformed. Cleaner wards, new isolation rooms, renovated bathrooms, clearer signage, and enhanced family spaces created a setting where patients and caregivers feel safe, respected, and cared for.
Building Sustainable Clinical Excellence
A particular highlight of his time and something he’s truly proud of was the development of the orthopaedic programme, which began in 2023 when he first volunteered at the hospital. Through the development of clear orthopaedic fracture guidelines and hands-on mentorship, care pathways were refined so that many cases previously sent to the operating theatre could instead be treated safely and effectively in the Emergency Room or the Treatment Room. This approach reduced surgical cases by 30 to 40 percent and, most importantly, empowered local staff to manage fracture care independently and confidently, ensuring a sustainable, long-term impact.
Investing in People and Leadership
At the heart of Dr. Robert’s leadership was a deep belief in people. He introduced an internal leadership training programme for directors, managers, and staff at every level, grounded in the conviction that anyone with potential and the desire to lead should be given the opportunity. This commitment to developing local leadership lies at the core of the hospital’s long-term sustainability mission.
He also expanded pathways for continuous education. Staff were supported and encouraged to attend specialised training and new fellowship programmes opened opportunities that previously did not exist. By leading with humility and purpose, Dr. Robert strengthened not only systems and structures but also the people who will carry the work forward.
A Message to All
“Happiness is something you can be. But joy is a different level. Joy is kindness. It’s giving. It’s service to others, helping others in need. That is what brings me joy.”
Those words capture the spirit of a director who embraced the culture, met every challenge with dedication, and leaves behind a legacy shaped by compassion and service.
